The Institute for Health Metrics and Evaluation (IHME) is an independent research center at the University of Washington. IHME has an outstanding opportunity for a Senior Manager, Learning and Development on the Organizational and Development and Training team tasked with leading and managing the delivery of both internal and external training initiatives. This role is crucial for enhancing the impact of IHME's scientific research by developing comprehensive training programs. The ideal candidate will possess a blend of leadership, project management skills, and a deep understanding of learning and development strategies. They will oversee complex, multi-team projects, ensuring the Learning and Development team's objectives align with IHME's broader mission. This includes strategizing, implementing, and managing systems to improve communication and workstream consistency, alongside contributing to strategic planning and resource allocation. Applicants should be able to supervise and mentor a team, translating the needs of IHME's staff and external partners into effective training solutions, thereby meeting ambitious goals within set timelines. IHME is a grant-funded organization, and this position is contingent upon project funding availability.
Project management and leadership
- Provide overall project management oversight for internal and external training development needs from concept to delivery, setting and meeting timeline and budget.
- Become familiar with portfolio of learning development tools including Learning Management Systems, eLearning technologies, and other leading online learning providers. Maintain vendor relationships with providers of these tools and systems.
- Utilize an agile project management framework to manage L&D projects. Monitor interdependencies across teams, key functional areas, and external organizations where relevant. Develop and implement execution plans and ensure follow-up and reporting on the details. Identify risks and solutions.
- Utilize project management tools to ensure high-quality and timely technical coordination. Detail and document complex design and development tasks and protocol through the creation of flowcharts, requirements documentation, and other relevant materials.
- Develop and facilitate a structure and cadence for team-wide meetings and coordinate activities with stakeholders and collaborators on work-plans and deadlines, address challenges within L&D and across projects and teams.
- Manage the training and curriculum evaluation protocol including analysis of reports and metrics on training effectiveness, creating regular dashboards to make recommendations on potential learning object/program improvements.
- Manage and perform analysis on L&D KPIs and benchmarks, creating regular dashboards to make recommendations and inform discussions and decisions on intervention to improve delivery and effectiveness.
- Manage and monitor progress related to the deliverables for grants. Actively participate in identifying, developing, and implementing grant opportunities that will benefit the Learning and Development team.
- Enhance pipeline for training development requests to gather better information upfront, giving leadership ability to make informed decisions on assigning labor for biggest impact based on organizational goals and needs.
- Oversee the IHME fellowship and internship program/s including recruitment, selection, ongoing support, and performance monitoring. Develop and implement policies and procedures to ensure a high-quality experience for both fellows and interns.
- Become familiar with portfolio of learning technologies used on the team including the Learning Management Systems, eLearning authoring tools, video and media platforms, and other learning technologies and providers. Maintain vendor relationships with providers of these tools and systems where needed.
Supervision
- Supervise Learning and Development staff including a fellowship coordinator and eLearning Developers to include hiring and training, leading workflow; priority setting; reviewing work and establishing quality standards; conducting regular performance assessments, providing mentorship and professional development for employees, and making recommendations for disciplinary action as needed.
- Identify training needs and opportunities for team members to grow their skills and advance their careers; Ensure that the team has the necessary resources to complete their tasks effectively.
- Promote positive morale and positive progress towards objectives across all teams; lead effective and efficient team meetings that are structured, inclusive of consultation and constructive feedback, and result in identifiable next steps for team members.
- Keep team members motivated and engaged, recognizing their achievements, and addressing any issues that may affect morale.
- Monitor individual and team performance, providing feedback, and helping to resolve any performance issues; assist the team in overcoming obstacles, making decisions, and resolving conflicts.
- Ensure that the team adheres to company policies, procedures, and regulatory requirements.
- Attend required trainings about team leadership, management, and related topics as designated by ODT and the IHME Director.
Curriculum support
- Manage and coordinate logistics for multiple in-person learning events and virtual training sessions, ensuring the team is properly prepared and able to execute the training effectively.
- Manage relationships with internal stakeholders and service providers; work directly with ODT team members to implement and execute the logistics and specifics of learning solutions, as needed.
- Manage and continuously update the catalogue of training and workshops offered by L&D, including the maintenance of a detailed database for efficient tracking of relevant details, information, and data for all-educational resources and training.
Research Command
- Understand the vision, mission, and major areas of research undertaken at IHME in order to build themes and topics for targeted content.
- Express persuasively the way in which IHME’s research and training feeds its mission, and how in turn that has a tangible impact in population health around the globe.
- Demonstrate an astute understanding of intellectual aims for research areas identified as global public goods (e.g., GBD, Forecasting, Financing Global Health) and their related materials.
- Understand the learning needs of partners, collaborators, and affiliates to support capacity strengthening and co-production activities.
Other duties as assigned
Bachelor’s degree in education, business, organizational development, psychology, or related field plus six years’ related work experience, or equivalent combination of education and experience.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

- At least 2 years of experience in project management, having successfully led projects that involved changing deadlines, coordination with multiple stakeholders, and management of projects with at least two concurrent work streams.
- Minimum of 2 years’ experience in a supervisory role, including evidence of leading a team of at least 3 individuals or managing others’ work directly.
- Excellent interpersonal skills and experience developing positive relationships with external constituents and colleagues from a diverse set of disciplines, expertise, and backgrounds.
- Evidence of managing large-scale projects or tasks simultaneously while maintaining high attention to detail.
- Demonstrated ability to work independently and in team setting with examples of achieved objectives.
- Demonstrated success in developing training programs that effectively address a business need.
- At least 2 years of experience assessing strategic priorities, creatively identifying solutions, and implementing plans systematically and with strong attention to detail.
- Strong ability to lead and apply organizational and change theories.
- Excellent facilitation, public speaking, and communication skills.
- Evidence of successful engagement with diverse populations and success in fostering DEI in all facets of one’s work.
- Must have a passport or the ability to obtain one.
- Weekend and evening work sometimes required.
- This position is open to anyone authorized to work in the US.
- Working internationally is only allowed for IHME sponsored work that requires in-country participation.
- This position is located in Seattle, Washington. Incumbent may work a hybrid schedule, as agreed upon with supervisor, but will be required to live in the Seattle area and come to the office on a regular basis. This position will include occasional international and/or domestic travel up to 10% time.
