Syarifah Liza Munira

Director General, Health Policy Agency at the Ministry of Health, Republic of Indonesia

Dr. Syarifah Liza Munira is a health economist currently serving as the Director General, Health Policy Agency at the Ministry of Health, Republic of Indonesia. In this role, she leads the agency that is in charge of formulating national health policies and running its implementation research. Her interest and expertise spans across a range of public health issues including global health systems, pharmaceuticals and vaccines, tobacco control, behavioral economics, and innovative financing.

Prior to her current role, Liza taught at the University of Indonesia (UI) where she was also the Director for the Masters’ of Population and Employment Economics Program. She was also a Research Fellow in Health Economics at the Australian National University (ANU).

Liza currently sits on the Governing board of the Pandemic Fund representing Indonesia, India, and UAE. Established during the G20 Presidency of Indonesia in 2022 in partnership with Brazil and Italy, the Fund signifies a stronger global commitment to pandemic prevention, preparedness, and response.

With over two decades of experience in policy development and research, Liza worked in both public and private institutions both at the national and international level. These include the World Health Organization, the World Bank, the Global Fund to Fight AIDS, TB and Malaria, GlaxoSmithKline, and the Australian National University.

At the Global Fund, her work focused on resource mobilization and innovative financing. During this time, she was responsible for countries such as Indonesia, Pakistan, Peru, and Kenya and played a significant role in setting the first ever trilateral debt swap agreement for public health between Germany, Indonesia, and the Global Fund. She also had a short stint in the private sector, where she established and led the Government Affairs Department at GlaxoSmithKline Pharmaceuticals in Indonesia.

Liza Munira earned her Doctorate degree in Health economics from ANU, Masters’ in Public Policy from the National University of Singapore, and a Bachelor degree in Economics from Universitas Indonesia.
